The Basic Needs Trust Fund (BNTF) Programme is a regional poverty reduction programme managed by the Caribbean Development Bank (CDB). Its primary objective is to help poor, vulnerable communities improve their access to basic public services.
To this end, the programme provides assistance through the provision of social and economic infrastructure, and skills training to enhance employability and community management.
The National Economic and Social Development Plan 2013-2025 promoted the idea that the creation of opportunities through adult and continuing education is crucial to national growth and development and to achieving high levels of poverty reduction.
In the overarching thrust for quality education and human resource development nationally, such opportunities would create the environment for life-long education and for individuals to develop skills, capacities and new capabilities.
Having access to Technical and Vocational Education is a central plank in this endeavour; a channel for youth development and employability.
