Opposition member and MP for the constituency of North Leeward Roland ‘Patel’ Matthews, is questioning whether the role played by the ULP caretaker Senator Carlos James is akin to Misbehaviour in public office.
Misbehaviour in public office is an offence at common law triable only on indictment. It is an offence confined to those who are public office holders and is committed when the office holder acts (or fails to act) in a way that constitutes a breach of the duties of that office.
Matthews speaking on his party’s New Times Program said:
“Here you have a caretaker not only calling shots regarding government spending, but he determines in North Leeward who gets work from who does not”.
Matthews said James is not an elected member of parliament, to have a say in the government purse, but is there as a Senator and Deputy Speaker.
The MP further asked; So where does he get all this authority from?
Matthews further alleges that when both of them are invited to a function, James will make noise with organisers to speak following him.
“So the question is, the government must answer this question, does the behaviour of Carlos James akin to misbehaviour in public office, as far as the Minister of Finance is concern”.
“Because you cannot as a Minister of Finance, appearing as if you are giving way to a none cabinet member, a non elected member to be calling the shots regarding employment, regarding projects, in a constituency for which he is not the elected MP”.
Matthews says that needs an explanation, and the NDP will have to look into such as a mass political party.
“This is going on too long now; we must do better”.
The current MP said, in relation to the opening of the Cumberland Playing field, while everyone received invitations the Thursday before the opening, James was on Boom FM inviting him to the event.
“So the invitations were done as a fast, you did not want it to appear as if NDP’s invitation was after the fact, they knew about it, Luke was on a team, Camilo was on a team, he Carlos had a team, so what is that”.
Matthews said Cumberland opening was to be a party event, but after there was a public outcry, they hurriedly made it look bipartisan by invitation only.
